Pennsylvania to Intro Bill Banning Airplanes from 'Spraying Unknown, Experimental, and Potentially Dangerous Chemicals Into the Atmosphere': No 'Consent of the People'
Sen. Doug Mastriano's proposed legislation cites toxicity concerns and would prohibit "the injection, release, or dispersion of chemicals, chemical compounds" into the sky.
In a bold move aimed at protecting Pennsylvania and its citizens from toxic substances, Senator Doug Mastriano (R) has announced plans to introduce legislation that would ban the practice of using airplanes to release chemicals into the sky, what some refer to as “chemtrails.”

The bill would significantly amend the PA Cloud Seeding Licensure Law in order to “ensure the skies over Pennsylvania are protected well into the future.”
The proposed legislation, detailed in a memorandum to all Senate members on March 22, 2024, seeks to update regulations in response to advancements in weather modification technology and growing environmental and human health concerns.
“Enshrined in Article 1, Section 27 of the Constitution of Pennsylvania is the people’s ‘right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment,’” Mastriano stated, emphasizing the constitutional mandate to protect the environment as a key driver behind the legislative effort.
The initiative comes in the wake of evolving weather modification practices, including the increased use of cloud seeding, a method purportedly employed to increase precipitation.
According to Mastriano, “Recent developments and new technology have brought forward the need to modernize the 1967 law.”
Originally enacted to regulate weather modification experiments, the current law established a Weather Modification Board within the Department of Agriculture, spurred by unauthorized weather modification activities in the 1960s.

The memorandum highlights concerns over the toxicity of silver iodide, a chemical widely used in cloud seeding operations.
Citing a peer-reviewed study in the Journal of Ecotoxicology and Environmental Safety (possibly here), Mastriano points out that “silver iodine from cloud seeding heightens toxicity levels for ecosystems,” especially with repeated applications.
Furthermore, Mastriano raised alarms over federal funding and research into “solar geoengineering,” a strategy used to allegedly cool the Earth by reflecting sunlight in response to so-called “climate change.”
Solar geoengineering, also known as ‘solar radiation modification’ (SRM), “involves the use of planes or balloons to disperse particles in the stratosphere to reflect enough sunlight to reduce global temperature,” the memo explains.
It goes on to mention “active field experiments” in supposed solar radiation mitigation and marine cloud brightening, indicating a growing interest in controversial geoengineering.
The senator’s proposed legislation would prohibit “the injection, release, or dispersion of chemicals, chemical compounds, or substances within the borders of Pennsylvania into the atmosphere for purposes of affecting temperature, weather, or intensity of sunlight.”
This move mirrors similar legislation recently passed in the Tennessee Senate, which garnered significant support.
Urging his colleagues to support the bill, Mastriano pointed out the potential risk to human health and lack of informed consent posed by geoengineering.
“Spraying unknown, experimental, and potentially dangerous chemicals into the atmosphere without the consent of the people of Pennsylvania is a clear violation of Article 1, Section 27 of the PA Constitution,” he concluded.
The White House Office of Science and Technology Policy (OSTP) released a congressionally mandated report implying that both global and regional geoengineering projects are being carried out “covertly,” without informing citizens.
Page 43 of the document confirms the U.S. government “conducts or funds limited research into solar radiation modification.”
The same page also confirms that Congress “has directed NOAA, the National Oceanic and Atmospheric Association, to fund SRM research as part of its Earth Radiation Budget Program for the last several years.”
