Seemingly, it is primarily a defensive weapon because if it is true that the CCP can sink a US ship 1,000 miles offshore with a single mobile missile than so much for the DEW system on board ship. Unless the DEW can pick off 3,000 missiles fired at it simultaneously from offshore and assuming its not cloudy or rainy I guess.
