I’m not sure I agree that research of this kind should be banned, I think maybe “gain of function” experiments can be broken down into different types, for example one which creates a new situation, which isn’t likely to happen by itself, at least reasonably soon, as opposed to one which simply reproduces what is already happening in nature so scientists can understand what is likely to further happen and best know how it can be dealt with. If I remember what virologist Henry Niman said correctly, the virus which infected and almost killed the (obese) British Columbian teen was the only H5N1 isolate ever to contain four mutations - including the two you mentioned - which were in every pandemic flu virus since 1918, although only the 1918 virus was very lethal in general and for young people in particular (at least one clade of the 2009 virus appears to have been more severe in the U.K., for a while, before being outcompeted by a less deadly one).
But considering that Covid seems to have come from a lab leak and “mainstream” scientists are so reluctant to admit mistakes or engage in reasonable discussion with their critics, maybe you are right…
