Herd immunity can only be reached when a certain percentage of the population has gained the ability to NOT become infected. Those thresholds can only be reached by enough of us having natural exposures through epithelial barriers, creating cellular and mucosal IgA protections against future infections, and not destroying that protection with an injection that refocuses tissue resident protective immune cells. Then measles will go away, just like other communicable diseases went away without vaccines. If we keep injecting live replication competent measles viruses into kids, the measles will always be with us.
